George Arbogust explains the potential land swap between the City of Williamsburg and the College of William and Mary. Developing the city-owned land on Strawberry Plains Road previously proved contentious and a deal last year to build townhouses on the 13 acre property fell through. If the land swap proceeds, the City would receive land near the city-owned Cedar Grove Cemetery on S. Henry St.
