James City Reveals Flock Camera Locations; Williamsburg and York Withhold Details

Different approaches to public disclosure point to lingering concerns as AI-powered license plate recognition technology becomes more widespread

George Arbogust reports how the use of license plate recognition (LPR) technology from the company Flock Safety has expanded rapidly among law enforcement agencies nationwide, including throughout Hampton Roads, where more than 600 cameras are now in operation. Locally, Williamsburg, James City County, and York County have all deployed the system, installing more than 75 cameras across the three jurisdictions.

The specific locations of those cameras were not included in the Flock site data recently released by a federal judge in Norfolk as part of an ongoing lawsuit challenging that city’s use of the technology. In a written opinion, the judge noted that “a reasonable person could believe that society’s expectations … are being violated by the Norfolk Flock system.”

Against that backdrop, the Williamsburg Independent requested camera locations from all three local jurisdictions. James City County provided the locations of its 20 cameras, while Williamsburg and York County declined to release that information.
