The James City County Board of Supervisors on Sept. 8 approved a $961,121 construction contract for the Grove Convenience Center, a publicly owned facility planned for 8429 Pocahontas Trail, adjacent to Fire Station 2, in the southeastern part of the county. The center will give residents in that area a closer location for dropping off household trash and recyclables. The contract covers site preparation and construction of new infrastructure, including a dedicated road for emergency vehicle access.

The Grove Convenience Center will be built on land adjacent to James City County Fire Station 2 on Pocahontas Trail. The project covers site preparation and new paving. Electrical service and perimeter fencing are also included. An attendant office is planned on site. The facility will feature an appliance collection area and a cardboard baler. A trash compactor and containers for commingled mixed paper and glass recycling are also planned. A new access road will give emergency vehicles a forward approach to the fuel supply area. Security lighting and closed-circuit cameras will be installed.
The board awarded the contract to Henry S. Branscome, LLC. Branscome is a Williamsburg-based general contractor specializing in heavy civil work, including grading, utilities, stormwater management, stream and dam restoration, and shoreline protection. County staff determined the company met the required standards for a qualified contractor and had completed prior county projects to a satisfactory standard. Funding for the project is already set aside in the county’s approved Capital Improvement Program budget.
