Strategic Plan Updates Considered by James City County
Planning document guides future investments in infrastructure, public services
At its July 22, 2025 Business Meeting, the James City County Board of Supervisors received a consultant’s update on the ongoing effort to revise the county’s long-term Strategic Plan. The county’s existing 2035 Strategic Plan was originally adopted in 2016. Addtionally, new areas of concern were identified from the community feedback, including government transparency, staff retention, and attainable housing.
While discussiong the presentation, Board members mentioned issues for the consultants and staff to consider as the draft plan is completed. These included mechanisms for measuring results, managing the plan’s length to increase clarity and impact, as well as ensuring alignment with existing county plans to avoid duplication and confusing regulations.
At the meeting, County staff acknowledged the benefits of a more accessible, user-friendly plan and stated that shareable materials like a summary card featuring the plan’s goals and guiding principles are being prepared. Their goal is to foster a sense of ownership among staff and residents for the County’s goals.
The draft Strategic Plan will be shared publicly at a community meeting on September 29, 2025, at 6:00 p.m. at Legacy Hall. Residents will be invited to review the full draft, provide feedback on the proposed goals and principles, rank investment priorities, and suggest additional projects.
