James City County supervisors have passed an ordinance allowing developers to skip Phase One archaeological studies in areas outside highly or ultra sensitive zones. Projects qualify for waivers if a preliminary archaeologist assessment shows very low likelihood of historical resources. The planning director will decide whether to grant waivers.
