A recent update from James City County states that the Grove Area Stormwater and Roadway Improvements project is nearing completion, with work expected to conclude by Thanksgiving 2025. The $4.87 million project in the Grove Community was funded by a combination of local and State contributions with the goal of widening substandard roadway sections in the neighborhood as well as addressing long-standing drainage and flooding problems.
Construction began earlier this year following utility relocation and includes adding new asphalt to meet minimum lane standards, regrading ditches and driveway culverts, and installing new storm drain pipes to improve flow and connect poorly drained areas. The county states that utility conflicts have caused minor delays but the goal is to finish construction this month.
The county is also moving forward with additional design work meant to further improve stormwater and water quality conditions in the Grove neighborhood. According to information posted by the county, work includes two key areas, including stormwater management improvements and channel restoration in multiple areas of the neighborhood. The projects stem from a county study that identified the lack of a comprehensive drainage network as a major cause of recurring flooding and standing water in Grove.
The county believes that the improvements will help route stormwater more effectively and improve runoff quality entering local waterways. Next steps include acquiring easements and finalizing bid documents ahead of advertisement for construction later this year.

James City County has officially closed the Request for Qualifications (RFQ) process for the Grove Community Park Development project, marking a major step forward in the effort to bring new recreational amenities to the Grove area. The solicitation closed on October 31 and the County’s Purchasing Office is now reviewing submissions from qualified design-build teams with experience in public park projects that integrate recreation, accessibility, and community engagement.
According to the County, the design-build delivery method was selected to encourage collaboration and innovation among designers, engineers, and contractors throughout all phases of the project—from planning and permitting to construction and quality assurance.
The Grove Community Park is planned for several parcels along Pocahontas Trail and the RFQ indicates the park could eventually feature amenities such as playgrounds, picnic shelters, walking trails, multi-use spaces, parking, restrooms, and stormwater management infrastructure. The county states that a key focus of the project is ensuring the park serves residents of all ages and backgrounds while reflecting the history and character of the Grove community.
Once the review process is complete, the County expects to shortlist the most qualified teams to participate in a subsequent Request for Proposals (RFP) phase. During that stage, finalists will submit detailed project designs, cost proposals, and schedules for the park’s construction.
