Entrepreneurs, small biz and events are priorities for James City's economic development efforts
Modest $250K budget will be stretched to support a range of efforts, including Launchpad on Richmond Road and well-known events like Restaurant Week

The proposed FY27 budget of the James City County Economic Development Authority (EDA) totals a modest $248,125. But the money packs a punch and doesn’t sit around for long, as it’s quickly reinvested back into business support programs and several well-known business promotion initiatives.
One such effort is Restaurant Week, a partnership with the Williamsburg Area Restaurant Association meant to drive foot traffic to the county’s restaurants during traditionally slower periods (the most recent event was held in February). The EDA also regularly invests in the local startup community through targeted regional partnerships. For example, Launchpad, the Greater Williamsburg Business Incubator developed in collaboration with William & Mary, provides a physical hub and professional counseling services to help startups scale into sustainable businesses, while Start Peninsula gives early-stage founders a structured platform to receive professional mentorship and pitch their business models for seed funding.
Recommended funding allocations include:
Business Assistance: $94,224 recommended to fund small business events (such as Shop Local Boost, Restaurant Week, and The Edge District) as well as grant programs initiated by the Board of Supervisors.
Promotion: $90,000 allocated for promotional activities, which specifically includes $7,825 for START! Peninsula and $7,500 for special annual events like the Celebration of Business (COB) and Business Appreciation Event (BAE).
Regional Economic Development Support: $34,500 recommended to fund the county’s Launchpad contribution.
