The grant refunds 25% of quarterly sales and meals taxes to help fund exterior building improvements. In January 2026, Ricky’s Wine Bar received an incentive of up to $10,560 to help finance weather-resistant infrastructure for year-round outdoor dining, also structured as a partial tax refund. City officials state that both grants are designed to generate a net positive return in tax revenue while supporting local hospitality businesses.
The draft sets aside funding for the Existing Business Program, covering business workshops and related initiatives, while a separate allocation supports marketing activities. Additional line items cover professional services, community contributions, and operational costs. Beyond its direct programs, the EDA also connects local businesses with free regional resources, including counseling through Williamsburg SCORE and workforce development options at Thomas Nelson Community College and Tidewater Community College.
The EDA was established as an independent political subdivision by the Williamsburg City Council in 1975. It is governed by a seven-person board appointed by the council and holds monthly meetings on the second Wednesday of each month. Its stated mission is to support existing businesses, attract new enterprises, and market Williamsburg as a business destination.
